古時候達悟族人住在海邊，有一天，有一個孕婦和老婦人一起到海邊取水，看見海水不知為什麼一直漲高，孕婦與老婦人驚怕得趕緊往回跑，奇怪的是海水還一直在後面追趕。終於海水停了，孕婦與老婦人也跑不動，累得便蹲下休息，結果發現一塊白石頭，從底下不斷冒出水來。
他們因為在海邊沒提到水，想到不能空手而回，所以他們兩人合力把石頭搬開，終於舀了水還準備回家，這時卻發現地下的水像噴泉一樣，而且越流越多還直追著他們漫流，不但吞沒了村莊與田地，最後幾乎整個蘭嶼島都淹入一片汪洋之中，只露出了今天望南峰與芳南峰。
當時能及時跑到山頂的人不多，山羊、豬、老鼠等動物都被淹死了，山上既沒有田地作物，人沒有食物可吃，人一個接一個的餓死。經過四年，海水仍然不退，山上只剩一對夫妻，妻子懷孕中。第八年，山上出現了大量的夜光貝和礫石。到了第九年，孕婦發現了一隻老鼠，便把牠丟入海中，祈求海水降退，結果海水果真就消退了，但在過十年之後，海水才退回原處，這對夫妻才下山去，發現整座山又覆蓋了茂盛的森林與田園。
